Yessir!it's a talbot.. a teardrop talbot, though i'm unsure of the actual model name for this car. very similar to the bugatti type 57 since they were both 1930s french designs...
it looks like the photo was taken at one of the concours d'elegance competitions at pebble beach (always amazing cars at those).
