I need some help honda owners

So I'm new to this game of forum so please excuse. Names Erik I have a 96 Honda Civic Dx non-tech, I've started some new projects with my BABYGIRL and I was told that this is the place to be for help. Looks like I ran into a situation bad help me peeps. I've set the timing belt to be at TDC on the cam and crank but when I put the harmonic balancer its not at TDC what could be the problem if everything is aligned correctly.
