Help! Is this hole supposed to be in my gas tank?

I only got this 2009 Civic a few months ago (EX) and it was rear-ended while parked and had 9k worth of repairs on the rear end.

So I just got it back today and was fueling it, and I SWEAR I've never seen this hole, is it supposed to be here, is it safe to drive, should i call the repair shop? Thanks:

well thats not actually in your gas tank just your panel. youll be fine.

yeah its so water and s**t doesnt sit in the lip and rust out.

i havnt noticed it in mine..but ill check it out. looks like its from the factory like that though.

i got one of those on my em1 and ive seen them on pretty much every car ive fueled up.

Got that hole in mine, it's a drain hole for water.
