Too small for TT, You can get more power out of a Single turbo on a civic. Check out Eggum racing, its a 7 second civic with one turbo.

I would concider getting a turbo that is not internally gated.

or just welding the flapper shut and getting a external gate

There isnt enogh exhast to be efficiant. There are a million threads on this, but unless the cars displacment is 2.3 or higher, it is very inefficant to run a twin turbo set up. You deture half the exhaust to two seprate turbos, which means you have half the power to spin a turbo. Now, if you want to put the two turbos inline, then the exhaust looses alot of volocity and can cause back pressure issues.
