Aight guys, I'm going with #1

I went to an arts and crafts store to get the Candy apple red spray paint for glass and plastic and they only had one type, and it was oil based...is this the right kind?

Any other ideas, i know that the brand "VANS" is good but they don't sell it over here
what should i do now?

greenlx777. I just got some of that vinyl from ebay. I tried putting it on my clear taillights like yours, and it is gonna be a pain. The taillights curve. I had to buy 2 6x7 and 2 12x7. I only put one on the inside but it don't look like its gonna work. I'm gonna do my best to get the outer lights covered hoping that they will match the stock inner tails.

Yeah, thats why I didn't go with the vinyl stuff... I suggest you pick up a can of cherry apple red clear coat from a hobby shop, it'll be much easier, if you want i can send you a link on how to DIY... It's pretty easy...
