Idle problems

and im guessing the throttle body doesnt need to be taken off since it doesnt say it does and neither do you?
You can just remove the FITV from the throttle body. However, removing the throttle body is pretty easy - just buy a new $2 gasket and torque the nuts and bolts to spec.

know anything about the hole on the throttle body thats about a half inch big and to the right and up from the intake hole? if its plugged, i can hear more suction through the intake, unplugged and the air is sucked through there a little.

k so i ordered the part from honda got it here and installed it. i screwed it in all the way so it would slow the idle down which that worked BUT i think the fitv is stuck open constantly cause im getting constant suction from it and the idle still surges but slower. does this sound about right?

Reset the ECU and then adjust the base idle speed as detailed in the diagram I posted.

Yeah, it's one of a few cases where the service manual gets it wrong -- 10 seconds just does not cut it but a few minutes is sure to do the trick.
