Disregarding the fact that I think a lot of the stuff I can see on the car appears to be ricey, it definately needs some heavy paint work. Maybe replace the random bits of rusted parts in the engine bay too, and do a good clean on the bay (I know you can't get all those water spots out easily though).
To me though, rice is usually aftermarket parts that do not flow or otherwise look guady on the car that they are put on. The parts might also be factory parts for other makes or models. Often rice seems cheap (and I don't mean affordable) or poorly installed.
Not everyone has the same definition of rice. For example, my completely stock EX coupe was called rice by a guy in a fox body Mustang (stock besides slicks on the rear, even though he was driving it on the road - which to me is ricier than any stock equipment my car had).chadi said:

the beauty in the eye of the beholder was a good line to throw out there cuz it show's you arent going to be easily swayed by what people tell you.....that being said.....there ARE some big signs of neglect on your ride man...work that out and you'll be good.
and as far as justin timberlake comments go, i can't stand his music, but he did pretty well imo in the movie Alpha Dogs....
