get the msd ignition setup and snag some ctr cams. also grab the bigger more powerful skunk2 intake mani. then see how it feels. add boost when you can afford it but beware of polished junk from egay if possible. do it right do it once imho. the ctr cams and msd and skunk2 mani will all come in handy if you go boost btw. get some tuning done also hondata, afcneo, something. these are all parts that cost less than a good turbo and still add power, yet will help the turbo project down the road. unless you stay n/a, but thats up to you. good luck.
