So as the title says theres a person who wants to trade me cars but only has the bill of sale how would this work?

It doesn't work. NEVER accept a car trade or buy WITHOUT the title. No ifs ands or buts. The DOL doesn't give 2 shits that you just have a bill of sale and are going to want the title when going to register/transfer it to your name. Without that title, whom ever is actually on the title is still technically the owner, from my understanding.

Unless you are just doing it to part it out.

Why dont they put in for a title and be done?

Could be it has a salvaged title and had been crashed in the past.. Or some other shenanigans.

Going to talk to the guy see if we can work something else he told me earlier he has the pink but its under his friends name.
