Not true.. I got my car tuned and unless you're moving the BOV doesn't really blow off at all 'cause the boost doesn't build up when you sit and rev. I got it tuned at Evans and he said that's how it should be, works great!

the more you're on it the more the bov goes off.

wrong, but good try. it doesn't matter if you are moving or sitting still. if you just rev it real quick to 6k and stop, it wont' blow off because there is not enough exhaust gas from that short tap to really spool the turbo. if you hold it there for a few seconds then close the throttle plate, it will blow off.
