Yes it is very much illegal. Everytime you transfer ownership it is logged. Ever see a car fax report?

i never saw a car fax report but what im saying is how would they know if you rolled back your miles if its the first time you sold the car?

Then they wouldn't, but every year when you update your registration you are required to list the mileage. So unless you have been lying since the day you owned the car, there is a chance that you could get caught.
