ya theres this website that will program it for whatever county you want for some extra money but im not sure if these departments have encrypted codes or not

Where in washington are you? I have a LEAST 3 tracks that are within 45 minutes from me and I am just out of kent. If I wanted to drive a little farther there are more. Unless you are on the east side of washington there are several that should be closer than 4 hours. Hell, driving from end to end is only a little over 4 1/2 hours north to south.

Usually the ones that think the cops are out to get them are actually doing stuff they shouldn't be doing.

You are going to have to get some inside info as they change channels all the time on them and the codes change as well within different departments, districts, and counties. You can be listening to the local PD and the CS or the SP will still be able to sneak up.

We have one sitting right out in the living room from Fife PD and it only picks them up. Roommate is a Fife deputy.

i live in tri cities the only track i have heard of is in seattle or somewhere around there and race wars in royal city but they dont do that often
