I take the same steps that c00k posted, but I modified how I use it and what I do.....cause if you do it to his standards it can come out too overexposed....so you gotta play with it and change options and ish

or my way...
duplicate layer
-filter > distort > diffuse glow
make sure the graininess is down all the way and fine tune the other two settings.

i put list tags in that gives it two spaces. others with put a white period there. figure something out.
