It's done on mine too. Been done for a looonnngggg time. Only mine has polished lettering.

Yes, there is.

These are the different OEM mudguards available for 6th gen Civics:
'96-'98 hatch
'99-'00 hatch
'96-'98 coupe/sedan
'99-'00 coupe/sedan

It all should depend on the shape of the bottom of the rear bumper. So if you have a '97 Civic sedan with a '00 coupe/sedan rear bumper, get the '99-'00 coupe/sedan mudguards.
