i mean yea it doesnt say charging but it also doesnt say walking slowly in a peaceful way either. with something looking like that i would think it would get closer and jump on you
also in the video the man is saying that"salio de repente y iba a agarrar a uno de los jovenes..." meaning it suddenly came out and was about to grab one of the teenagers. but idk if thats what really happened or not

If I saw that thing walking towards me I would not stand there with open arms, I'd most likely run rather then throw rocks at it. But throwing rocks and sticks at it would not be too uncommon for someone to do.
