$4000?? I think OP just wants a beginners set up lol..$1500 may get you a budget self-assembled kit for the d17 but the ancillary items (rebuilt turbo, hoses, wiring, etc...) and tune will break that budget quick.
I'd just spend the money on I/H/E to begin with.

This. For example, cheap ebay manifold. It's fine IF it's iron cast. but I'd stay away from stainless. Turbo, I would get a well known brand. Tuning - get it professionally done.in my opinion when it comes to boost theres things that are really worth spending the money on and then theres things that wouldnt matter if it were ebay or not... read reviews and s*** dont rush

When I boosted my EK I only spent $1300 WITH dyno tune. I used an eBay kit and it worked flawlessly.
$3-4k for JUST your turbo setup is pretty insane. I'd hope you're making more than 400whp with that setup, otherwise you're wasting a lot of money. I made 310whp on a $1000 setup, dyno tuned, and it was daily driven on 91 octane pump gas. Car was perfectly fine for more than 10k miles, until I sold it. My NSR ramhorn cost me $280i went with a trendstone turbo kit that was $1860 but it did not include the fuel management system or a bov!! i still need a sc300 hondata, 550 injectors, forged rods and pistons
