Either way 38mm should be more than enough for your motor, what you need to worry about is the spring.
You pretty much want to get a spring that's rated right under your PSI goal(YES PSI, NOT HP), if you're going to run about 15 pounds of boost, you want a wastegate with a 10-12psi spring. The spring inside the wastegate is the MINIMUM boost you're going to run, but you don't want to have a big difference between the two(ie. don't get a 7psi spring if you're going to run 25psi of boost) that's when you start getting boost creep.

i would get a 7 psi spring for now, then once your ready for high boost numbers switch to a 1 baralright thanks.
well im plannin on puttin the holset on pretty soon.... but i only wanna run about 12psi for now until i upgrade injectors (im still using the 450cc injectors) and the exhaust (still a 2.5" catback)
then i wanna run about 25-30psi or 350-400whp...
