whats the difference between a 35mm and a 38mm wastegate ?? which is better to have if you wanna run high boost ??

Pretty much bigger is better. How much boost are you going to run?
Either way 38mm should be more than enough for your motor, what you need to worry about is the spring.
You pretty much want to get a spring that's rated right under your PSI goal(YES PSI, NOT HP), if you're going to run about 15 pounds of boost, you want a wastegate with a 10-12psi spring. The spring inside the wastegate is the MINIMUM boost you're going to run, but you don't want to have a big difference between the two(ie. don't get a 7psi spring if you're going to run 25psi of boost) that's when you start getting boost creep.

well im plannin on puttin the holset on pretty soon.... but i only wanna run about 12psi for now until i upgrade injectors (im still using the 450cc injectors) and the exhaust (still a 2.5" catback)
then i wanna run about 25-30psi or 350-400whp...

Yep. All you have to do later is just switch the spring for higher boost.
