I believe it is. I can't find the code under quick searching, but I remember them talking about it on the news some years ago. It had something to do with trying to deter people from doing it because of all the vehicle theft. There are apparently thieves that go around in the mornings looking for cars running unattended. Makes sense if you think like a dirty thief. Would you want to go sneak around at night and have to hot wire cars in the dark or would you like to do it when they are handed to you on a platter with keys and all? Again, I'm not condoning, just saying.I walk back inside my house and let it warm up, live out in the country in the middle of nowhere so I think its fine.

It could be based on county though.
I used to start up my old K5 Blazer in the morning and let it run for a bit, but that was on almost 3 acres and it was behind the house with the gate locked. It was old and VERY cold blooded. My Civic isn't so there is NO need.
