They do not come with the cut outs that's a Sedan bumper not the coupe or hatch. For the coupe and hatch you have to cut out holes for the OEM fogs. It's pretty simple using a dremel tool.Yes, it does, they all do.

well normally the ones that say "OEM" aer just doing it to cover there ass legally, plus sense they arent actual honda parts (just OE replicas) they have to do that as a sort of disclaimer, if you want to consider it as such.I'm skeptical as to those really being OEM.
