I don't know what exactly you're not getting with this...but let me hold your hand like a small child...


If you had 2 cars with 2 gallons left in their 10 Gallon Tanks, and they go to a gas station... considering all other factors remain constant.

Situation A:
Driver A puts 4 Gallons in his tank.
He will be paying for Z amount of gasoline vapor that the 4 gallons of liquid gas that was displaced and therefore repumped into the gas tank


Situation B:
Driver B puts 8 Gallons in his tank (fills up)
He will be paying for Z x 2 amount of gasoline vapor that the 8 gallons of liquid gas that was displaced and therefore repumped into the gas tank.

Topping off has VERY little to do with paying 'extra' for repumping gas. you're just displacing more of the vapor that is designed to exist in your cars

Why do the gas stations say DO NOT TOP OFF signs posted everywhere?
Do you think they're saying that because they want you to save money????

Topping off cases more environmental issues than consumer cost.
