The turbo is what provides the boost. You can't make a turbo run more boost than it can handle. The turbo would then inturn be pegged where it wouldn't make any more boost.Tthe turbo just pushes boost, the size of the turbo determines how much boost it can push. The wastegate is what bleeds off excess boost. Say you run any turbo capable of 15psi. And inturn you only want to run 10psi. That is what the wastegate does, it lets that excess boost out. Without a wastegate your f**ked. The only thing that you are going to be fixing if a turbo cannot provide the psi you want, is to buy a larger turbo. So really your not fixing anything your just upgrading.
