As for the regulation here is what is required:
Amber reflectors in the front (which are in the headlamp assembly from the factory)
Red reflectors in the rear (which are in the taillamp assembly from the factory)
As you may know, that is the reason that TYC has both red reflectors in the rear, and amber reflectors in the front if the OE unit includes them. An example of a lamp that doesn't have them on the tail lamp is the 03-04 Lexus RX330, which has the reflector on the bumper instead of the lamp.
And it is up to the state or county to regulate the laws. Some will enforce the laws if they see fit. It's just better to be safe then sorry in regards to illegal products.
