v-tec is very importnant in my opinion. you should buy an Si version if you can find one becuase if you are going to do any kind of v-tec engine swap such as a b18c1 or b16a1, the si model will have all the v-tec hanress and wires all ready to go plus many other ltitle things you dont have to worry about with a dx which means lower labor costs and dont have to worry about little shiznits like that with one of those low models. and also get a stock used si with no modificaitons. taht'll run you at around 3 Gs, a buck up or down. And taht deal for 3,800 is a rip off. my brother has a 94 civic si hatchback with GSR rims, revolution exhaust, DC ceramic headers, and a cold air intake and many other basic mods with 110,000 miles that he bought from a honda DEALER and bought it for just under 3,500. this car does high 15's in high altitude colorado elevation. and the trubo question, i dont think you should turbo your civic as first, other than if you got SOHC then yea you need it but if you're going into the b16 or b18 or even H22 series, then you should seriously think about going all engine and if you really can and want to then turbo it. Becasue in the long run if you have a high compressed all motor and have extensive internals and external bolt ons, you might not run 10's but if you really worked at the all motor thing you can run easily low 13's or even high 12's. And plus it'd be more reliable if your civic would be a daily driver and turbo has so much more maintenance jobs to do. And finally SOHC are too much work for the end product. just save up some money and do a swap b16 or higher series, more options. V-tec is important, that what HONDA is all about. i would feel almost naked with a honda with no v-tec unless you had turbo.
