it is in the window... there is a pull down menu that has forground, background, white, black, transparant, ect...

I dont see a pull down menu? im using 7 if that helps. can you print screen so i can see

here it is... I have Photoshop CS though...
If 7 doesn't have it... just try expanding the canvas about 4 pixels then select the part of the sig that is inside the border and then go to Select>Modify>Border then fill with black or desired color

Or you could just make a new layer on top, select where you want the border to be via the rectangular marquee tool and the alt-rectangular marquee tool, and bingo-bango you can fill that up with any color any way you so desire....

one other thing, im trying to make a sig but when i drag my pic into a box say the size of the sig requirement it stays its originial size? how do i make it fit like fit in screen in the box ( if that made any sense)

Ctrl + T resize it.... ? is that what you mean? hold shift down when you move the top corner thingy so it stays square.
