I am confused on your numbers. If Cali has a 60% tint law then you are wasting your money. The legal limit here in Washington is 35% and that is pretty light. Most people that have their windows tinted do 20% and that is pretty dark. 5% is limo. The higher percentage the lighter the tint is. The numbers are the percent of visible light that is allowed in. 60% is a was of time and money, hell, anything above 35% is a waste in my book unless you are just going for UV protection and not looking to darken your windows.
You can tint the windshield (the guy that did mine will do the windshield for $100). He has it done on all 4 of his cars and his work truck. Looks pretty good. It is pretty light though and is mainly there for UV and sun glare.
I'm with these guys. No on the hub caps. No on the wing, unless it is OEM. No on the paint, unless you have the money. Yes on the lowering, yes on stereo, and yes on the tint.
You are thinking into the stereo too much. Look around, find a head unit that you like and can afford, find some good speakers to go with it. If you want more power, get an amp to drive the speakers, if not just run them off the head unit. It's not hard and it isn't complicated at all until you start getting into the high end technical which it sounds like you just want an upgrade from stock so you don't have to get into the hard stuff yet.
