    Yeah it's the shifter, not the linkage. I would try tightening it up. If it loosens again, replace the shifter bushings.

    This. You can tighten the shifter on the linkage too, but if it loosens again that's a sign of worn bushings. At one point mine got so sloppy I couldn't even shift lol

    If it's just surface rust, you should be able to sand it down and primer over it. It won't look the best, but anything is better than rust. If the rust is pretty bad, I'm honestly not too sure, as I'm not a paint expert.
