If you're looking for the blinding bright white ones, those would be HID's without projector lamps lol. An HID kit would require hooking up a ballast. Most are plug and play and just use your factory headlight harness to draw power. I would recommend getting projector headlights or retrofitting...

You'd really have to get an estimate from a body shop. There COULD be more rust under the paint. A shop would be able to determine what needs to be cut out / replaced, etc.

Rotor may need to be replaced? They can warp and seize up over time.

UPDATE! Got the Ziebart rust & paint protection stuff done. Came out great! A small amount of overspray on the side skirt but nothing I couldn't wipe clean before it fully dried. The diamond gloss stuff is still too early to tell and the car is covered in snow / ice so that will have to wait...
