Ok here's today's progress. I had the wheels all broken down at a local tire shop. $10 for that lol.
The goober heads left the valve cores out on two wheels. It's a good thing it doesn't matter just yet. But the progress you'll see took hours to do. Turns out the paint on the wheels sands really easy. I wouldn't have thought that. But it took a while to clean them, then sand and clean them some more and hand and tack them. I got really lucky on the trash since I didn't see any when I left. It takes a little bit of time and skill to actually paint wheels. It takes about 3-4 setup adjustments on your spray gun for each wheel and extreme caution.

And after a little time and 2 coats of black here are the results. Solid lovely shiny black. No lame red ring.
As far as the color. It's Volvo Trucks America black. It's just a good black in Dupont af400.
