Replace the taillights tbh. They're probably eBay specials, which means they're likely poor quality. There's also little gaskets behind them, they're either missing or need to be replaced.

Does the CEL work? Sounds like you've mostly answered your own question... you have a fuel leak somewhere. Likely not from the exhaust as it wouldn't be raw fuel. Jack the car up and look for leaks.

PCB joints likely need resoldering. Oven trick may fix it temporarily, but and especially if you're in a place with cold weather, might not last long. May need to swap out the PCB.
