I don't believe there are any fuses for the speakers, though they may be connected to an amp. Not sure if the amp would power only the rear speakers. If there is no amp, the issue may be with the head unit itself. Since you're heading very low volume from the rear speakers, it sounds like there...

Even an intake wouldn't "rice it", you just wouldn't see any performance benefits out of it. As @HeX said, a K&N drop in filter is your best bet.
